Mobility planning is one of the first goals of the current administration, which aims to pursue it assiduously and on time.
The Administration by City Council Resolution no. 92 of 07/30/2020 approved the new “Regulations for Access, Circulation and Parking in Limited Traffic Zones (L.T.Z.) and the
Pedestrian Areas (P.A.) of the Municipality of Lecce.”

Subsequently, by City Council Resolution no. 376 of 15.12.2020 among other things stipulated to:
– To confirm the Limited Traffic Zone in the historic center of the city of Lecce called “Z.T.L. CENTRO STORICO,” including the squares and streets located within the perimeter formed by the following streets: via XXV Luglio, viale Marconi, viale Lo Re, via Duca degli Abruzzi, viale Gallipoli, via Adua, via Manifattura dei Tabacchi, piazza Arco di Trionfo, via Calasso, viale De Pietro, according to the attached technical elaboration;
– Confirm the H24 and 7-day-a-week validity of the existing permanent ZTL;
– Confirm the existing Pedestrian Areas within the perimeter of the “Z.T.L. HISTORIC CENTER.”
– Approve the following time slots of free vehicular access to the variable ZTL for transit from the electronic checkpoints and along some main arterial roads in the historic center: from 10 a.m. to 1 p.m. and from 4 p.m. to 7 p.m. on all weekdays excluding all Sundays and holidays;
– To approve the list of fees attached to this resolution, for the issuance of permits for access, circulation and parking in the Limited Traffic Zones (Z.T.L.) and Pedestrian Areas (P.A.) of the municipality of Lecce;
– Equalize the maximum duration of permits for different categories of eligible persons to two years;
– consider the entire Old Town area as “Zone 30” and a widespread cycling area, with the speed limit set at 30 km/h and establishment of “one-way except bike directions” meaning one-way streets for motor vehicles that can be traveled in both directions by bicycles;
– Mandate the director of CDR XIII to put in place all organizational actions necessary for the issuance of permits under the Municipal Regulations and to draft the necessary executive order. The above regulation consists of no. 25 articles listing the types of permits that can be issued depending on the requirements.
All articles report the rules to be followed to obtain permission. The procedure will be carried out totally online as users by connecting to the Lecce Municipality website will be able to fill out the necessary printout and send it, together with the required documentation, to the Mobility Sector, which after screening it will be able to issue the due authorization.
For this reason, printouts have been prepared by the Mobility Sector that can be found on the website of the City of Lecce and are attached to this ordinance to form part of it
substantial. In general, the printouts show the first and last name of the registrant, the requirements the registrant has, the details of the vehicle for which authorization is sought, and the list of attachments proving the validity of the declared requirements.
The user will send, again telematically to the Mobility Sector, all of the above. The offices of the Sector, if they find no anomalies in the documentation provided, will send to the e-mail address noted by the registrant the sticker to be displayed on the dashboard of the motor vehicle, which is attached as a facsimile to this and of which it forms an integral part.
In order to better clarify and explicate some passages that might be unclear, it is pointed out that in the application form sheet concerning LOG-type permits-urban logistics-article 11, it has been specified that for the LOG-D type of mark, the daily time slot must be made explicit by the applicant for both weekdays and holidays.
For the application for OCC-type permits (occasional access) under Art. 15 it is clarified that the duration of the authorization for any set-up-organization of authorized demonstrations and events will be 24 hours (from 00.00 to 24.00 of the same day). For weddings to be held within the L.T.Z., the duration of the permit will be from 7 a.m. to 9 p.m. For the accompaniment of pupils of schools located in the L.T.Z., on school calendar days, the allowable time slot for those who should request it will be from 07.30 to 09.00 and from 12.00 to 14.00.
Also regarding Art. 15, by Resolution no. 14 of 21.01.2021 has been varied the fee to be paid by all those who for exceptional and/or urgent needs duly justified must transit in the L.T.Z. outside the permitted hours excluding those who go to their attending physician or pharmacies based in the Old Town.
In order to obtain the authorization, proof of payment varying in amount, depending on the type of authorization, must be attached to the application, payable to P.C. No. 001032070029 made out to “Municipality of Lecce Z.T.L. permit issuance” or by bank transfer using IBAN IT52V0760116000001032070029 indicating the vehicle license plate in the reason for payment. The fee schedule, approved by G.M. Resolution no. 14 dated 21.01.2021, is also attached hereto as an integral and substantive part thereof.
At present, in view of the COVID-19 pandemic and the declaration of the national state of emergency, there is a need to add Civil Defense vehicles registered to associations or their managers among the vehicles to be authorized without restrictions. Therefore, at least until the period of the state of emergency expires on April 30, 2021, these vehicles will be authorized and will be among those mentioned in Art. 17.

On Jan. 23, 2020, the G.C. approved the “project of implementation of the system for detecting access to the restricted traffic zone of the city’s Old Town” by which it was basically decided to place new cameras on the access gates for detecting unauthorized persons.
Subsequently, the old cameras that were installed following the approval of city council resolution no. 351 of 4/29/2010 and Ordinance no. 516 of 29.04.2010 (ministerial authorization of 12/12/2006 prot. no. 60697), have been replaced with 8 new-generation ones all authorized by the Ministry of Infrastructure and Transport, while in the near future 12 more will be installed, thus totally covering the access gates. To protect and safeguard citizens and the existing LTZ, new “bilingual” panels have been installed on all currently monitored gates.
By virtue of the foregoing, it is now necessary to apply the new rules of the Regulations to the Old Town LTZ, confirming its current perimeter and modifying the variable LTZ access time bands currently in effect.
Therefore, for the modification of the time slots of free vehicular access to the variable LTZ mentioned in the previous point, the address received from the City Administration indicates that between 10.00 a.m. and 1.00 p.m. and that between 4.00 p.m. and 7.00 p.m. with inhibition of free entry for all Sundays and holidays.
In view of the above point, it is also necessary to reshape the timetables of parking fees on the stalls within the Old Town L.T.Z.
According to Article 25 of the new regulations, all permits issued before the new regulations came into effect must be resubmitted according to the dictate of the new regulations.
In addition, the Mobility Sector will adjust the existing signage with the new access times to the LTZ.

ORDER

As of the date of publication on the Official Gazette of this Ordinance, for the reasons specified in the preamble, which are hereby deemed to be fully reported and confirmed, the adoption:
– of all the measures stipulated in the new “Regulations for the Access and Circulation of Vehicles in the Restricted Traffic Zones of the City Center” approved by City Council Resolution No. 92 dated 07/30/2020, attached hereto and forming an integral part hereof;
– Of everything contained in City Council Resolutions no. 376 of 15.12.2020 and no. 14 of 21.01.2021.
Until April 30, 2021, all holders of valid permits that expire after the aforementioned deadline will be able to renew them according to the procedures contained in the new regulation having met the requirements. Otherwise from May 1, 2021, the old permits will lapse.

The confirmation of the H24 and 7-day-a-week validity of the existing permanent ZTL.
The confirmation of the existing Pedestrian Areas within the perimeter of the “Z.T.L. HISTORIC CENTER.”
The implementation as of May 1, 2021, of the following time slots of free vehicular access to the variable ZTL for transit from the electronic gates and along some main arterial roads in the historic center:
– 10 a.m. to 1 p.m. and 4 p.m. to 7 p.m. every weekday;
– during Sundays and holidays starting from 7 p.m. of the previous day and until 10 a.m. of the following day, all unauthorized people are not allowed to enter the L.T.Z;
The implementation as of May 1, 2021 of the following access hours to the L.T.Z. for the following OCC (occasional access) type permits under Art. 15:
– for exceptional and/or urgent needs, the leave will be 24 hours (from 00.00 to 24.00 of the same day);
– for set-ups-organizations of authorized demonstrations and events, the permit will be equal to 24 hours (from 00.00 to 24.00 of the same day);
– For weddings to be held within the L.T.Z., the duration of the permit will be from 7 a.m. to 9 p.m.
– For the accompaniment of pupils of schools located in the L.T.Z., on school calendar days, the allowable time slot for those who should request it will be from 07.30 to 09.00 and from 12.00 to 14.00.
The updating by April 30, 2021, of access signs to the L.T.Z. by affixing the new entry times mentioned in the previous point;
the implementation as of the date of publication on the Official Bulletin Board of this Ordinance, of the list of fees attached to this act, for the issuance of permits for access, circulation and parking in the Limited Traffic Zones (Z.T.L.) and Pedestrian Areas (P.A.) of the municipality of Lecce;
That the maximum duration of authorizations for the different categories of eligible persons be two years as stipulated in M.G.D. no. 376 of 15.12.2020 and no. 14 of 21.01.2021;
as of May 1, 2021, the modification of the hours of paid parking on the stalls within the Z.T.L. of the Old Town as follows:
– 10:00 am to 12:30 pm;
– 4:00 p.m. to 6:30 p.m;
the institution throughout the Historic Center area of the “30 Zone” and widespread cycling area, with speed limit set at 30 km/h and establishment of “one-way except bike directions” meaning one-way streets for motor vehicles that can be traveled in both directions by bicycles;
which all Civil Defense vehicles may transit and stop within the L.T.Z. and A.P. throughout the day for service needs, until April 30, 2021, the date of the termination of the state of emergency for COVID, it being understood that these vehicles must bear the logos of the Association to which they belong and must be registered to a person in charge of the same;
the publication of this ordinance and all attached documents, on the website of the Municipality of Lecce in the Mobility and Transportation section, in order to give due notice to all citizens and provide the rules and printouts to be used when applying for new permits or confirming those already in force.

WARNINGS
Discipline of this ordinance will be publicized through the activation of the prescribed road signs and made legally operative through publication on the Municipality of Lecce’s Praetorian Register. Violators of the dictates of this ordinance will be punished according to law. The supervisory bodies, referred to in Article 12 of the New Highway Code, each within the scope of its competence, are charged with the verification of compliance with this ordinance and with the possible consequent application of the relevant sanctions. Pursuant to art., 3, u. c., of Law 241/1990 and s.mm.ii., notice is hereby given that, against this act, an appeal may be filed, alternatively, to the competent TAR, pursuant to Law 1034/1971 and subsequent amendments, or to the President of the Republic, pursuant to art. 8 of Presidential Decree no. 1199 of November 24, 1971, within 60 (sixty) days and within 120 (one hundred and twenty) days, respectively, from the date of publication of the ordinance.
Pursuant to Art. 37, paragraph 3, of the New C.d.S. (Legislative Decree No. 285 of 30/04/1992) and Art. 74 of the relevant Execution and Implementation Regulations (Presidential Decree No. 495 of 16/12/1992) within 60 (sixty) days of the adoption of the measure authorizing the placement of the signs, an appeal to the Ministry of Transportation is allowed.
In accordance with Art. 8 of Law 241/1990, it is hereby announced that the person in charge of the procedure is the Manager of the Mobility Sector of the Municipality of Lecce, Arch. Fernando Dr. BONOCUORE.
The regulations of this measure repeal all provisions contained in similar, previous ordinances that are inconsistent or incompatible with them.
